Born on January 26, 1939, in the small, tight-knit town of Whitehall, Arkansas, O’Neal was “Lucky” number 13 of 15 children born to Fred and Matilda Stafford. His upbringing in a large, loving family shaped his remarkable work ethic, unwavering faith, and profound sense of family, which he carried throughout his life. O’Neal received his education in the schools of Whitehall before answering the call to serve his country.

From 1957 to 1959, O’Neal proudly served in the United States Army, achieving the rank of Specialist Four and receiving an Honorable Discharge. After his service, he made his way to St. Louis, Missouri, joining his brothers Wellington and Willie (Bubba) and finding a loving home with his Uncle Roosevelt and…
